Wix doesn’t offer much flexibility, so I don’t think a coder would choose that website builder if they need anything other than a basic website. WordPress allows a coder to customize and add their own coding, but it is a platform known for getting hacked a lot. Also, integrating what you want with WordPress can be more complicated and take longer than just coding from scratch. Using WordPress plugins for adding features to the WordPress base can also make your website more prone to getting hacked, as well as you risk your website breaking and not loading with each version upgrade.
It’s not necessary to code a website from scratch though – just choose your platform based on what features/flexibility you need. I use UltimateWB for all my websites because of the built-in features set – which cuts down on development time/cost – and it is set up to easily add your own coding to it in much the same way you would if coding your website from scratch. Also when I use it for my client websites, they can manage their website without any experience via the website admin panel.
