How can you fix “your server is running PHP version 5.4.45 but WordPress 5.2 requires at least 5.6.20” on WordPress?

Upgrade your php version using your web hosting control panel WHM (VPS/Dedicated Servers), or ask your web hosting company to do it for you. It should be an included service. Currently, the best php version to run is the newest, php 7.4, but you do have to make sure any of the other codes/website builders you are running on your website are also compatible with it. Software that is kept updated run on php 7+ right now, such as UltimateWB. UltimateWB actually allows for WordPress to run with it, as an option for a blogs section, and you can use the UltimateWB styles manager to create your own style for your blog.
