Here is what PayPal says in regards to this issue, perhaps it will help:

This particular error message is usually tied into a temporary issue somewhere along the line.  There a few main culprits that it could be, so try some of the suggested steps below.  If you still can't get it to go through, a customer service representative may need to take a closer look at your account and the website you're using (as we can't comment on account specifics here).

• First, clear your browser cache and cookies and restart your computer.  Sometimes this error is caused by a temporary file issue on your computer, or your net connection itself. This step helps clear out any unusual problems and resets your net connection at the same time.

• If paying via a card, it's possible your card may have declined the purchase.  A quick call to your card issuer can rule out whether or not they've declined any charges recently, and they may be able to reset your card to make a payment if the problem is originating from their end.

• If paying via card through PayPal, check your card information in your Profile on PayPal.  Is the card expiring in the next thirty days?  Is any of the information outdated?  Update as necessary.  If the card is undergoing the link and confirm process, finish that up and attempt again.

• If you have a bank account on file, finish the confirmation process if needed.  This can also be checked in the Profile.

• While you're in the Profile, check your email address. If it is not confirmed, finish that process.
