I can't figure from support if the tool belongs to me on my computer or is on another web site that redirects to my site. Hopefully I can download it to my computer and then upload the code. PS, does it add code for mobile device users--all devices. 2nd post Thanks

I just answered your first post.  The software is available for download after purchase.  You don't use it on your computer offline, but upload it to your web hosting (server), for use online. You can switch web hosting companies by downloading your files/database from the server and reuploading it to another server.
